What is this box thing in the marker/sidelight circuit?

I need someones help here.  Have a look at this photo. 

Can you see that cuboid shaped box tie wrapped to the headlight panel with 4 wires coming out of it?  What is it for?  Is it part of the SVA lighting regulations?
The 4 wires are coloured black (going to earth), yellow (wired in parallel with the LH indicator circuit), red (wired to get power from the light switch when on sidelights), and green (that supplies power to the sidelights).  I am assuming that when the sidelights are on and the indicators are switched on, each time the indicator flashes, it cuts the power to the sidelights, and produces that sequential looking flashing when one is on and the other is off, and vice versa.
It looks as if this one has given up the ghost.  Where do I get one from?  Usual places?

Well, removed it completely tonight and the lights work exactly the same as when it was in and working!  What's the point in that then?  Must have been a reason for doing it, but it may remain a mystery.

different lighting regulations for different states in the USA so easier/cheaper to make one standard wiring loom for all vehicles .....
